Singapore is considering using a two-tiered container terminal at the new port in Tuas, Maritime & Port Authority (MPA) of Singapore’s CEO Andrew Tan has reportedly announced.
While speaking at the 5th Singapore Maritime Institute (SMI) Forum, Tan said that the port is exploring ideas to use a double-tiered container terminal in order to break the current berth capacity ceiling, Seatrade Maritime Review reported.

According to Tan, given the city-state’s land and sea space constraints, using a two-tiered container terminal is a potential idea that would significantly increase the yard storage capacity and quay crane productivity.
He added: “We should not restrict ourselves to traditional port layouts. One of these new land-use concepts is to develop a platform above part of the container port on which port-related and industrial developments, such as container freight stations, logistic hubs and other facilities, can be developed to intensify land-use.”
Singapore government is currently working with port operator PSA International on the development of the future port in Tuas, which will be built in four phases to reach a total capacity of 65m teu at its completion.
According to the Next Generation Port (NGP) 2030 plan, the port will be completed in 2030 and will be energy efficient and sustainable.
The first phase of the project, which includes the construction of a new port terminal with 20 deep-water berths having a total capacity of 20m teu per annum, is expected to be operational in 2020.
Tan said during his Maritime Keynote address at the SMI Forum that Singapore’s NGP would require harnessing smart technology and better integration at the new Tuas Terminal. These, he continued, include new concepts to create more space for optimal land use comprising a better accessibility to the public, logistics efficiency and sustainable development.
